Personal Profile
Phil Voss provides technical assistance for alternative financing programs and projects, supporting the U.S. Department of Energy (DOE) Federal Energy Management Program and its energy savings performance contracts (ESPC), utility energy service contracts, and distributed energy programs. This includes cross-coordination of these programs, performance period support for ESPC projects, training development and delivery, and efforts to advance implementation of energy sales agreements at federal facilities. He also has experience managing project technical assistance, strategic energy planning, and representing NLR with a wide range of clients, which includes serving as the senior project leader for the DOE ESPC program, providing DOE/NLR assistance following Hurricanes Katrina and Rita in New Orleans, and managing strategic energy planning assessments for island nations, post-disaster recovery areas, and various federal agencies.
