Abstract

The National Renewable Energy Laboratory (NREL) and Kevala conducted a targeted literature review and leveraged extensive expertise, including team members with four decades of experience in the utility sector, to characterize utility programs and rate designs. This analysis delves into the motivations behind these programs and the various hurdles they face. Through this in-depth study, the team provides critical insights into the operational dynamics of utility programs, identifying key drivers and barriers that influence their effectiveness and implementation.
