Abstract
This training program was developed by the National Renewable Energy Laboratory (NREL) for the ICMA SolSmart program. This training is designed to provide code officials with information about key oversight responsibilities related to permitting residential rooftop solar PV systems. In this training we will cover topics related to how to improve your solar permitting process, codes and standards, plan review, structural, electrical, fire and safety guidelines, and automated permitting with SolarAPP+.The focus of this training is on field inspection for residential distributed rooftop photovoltaic (PV) systems. The training is composed of two chapters. The first chapter is on permitting residential distributed, rooftop PV systems. Most PV systems that you interact with are residential. Finally, commercial and Utility-scale PV systems are outside the scope of this training. The second chapter is on field inspection for residential distributed, rooftop PV systems. Additional inspection processes are also required when Energy Storage Systems (ESS) are added to PV installations. Under the scope of this training ESS will be briefly discussed. ESS systems are quite complex so more specific training would be needed on that topic. Multifamily, or commercial applications, ground mounted systems, and many energy storage applications are outside the scope of this training.
