Abstract

This document provides community benefits plans guidance for state energy programs. It includes best practices, step-by-step guidance, and tips for writing a project overview as well as developing the four required components of a CBP: Engaging Communities and Labor, Investing in America's Workforce, DEIA, and Justice40. It also explains various types of agreements that fall under the CBP umbrella, including community workforce agreements and project labor agreements. The intended audience is both applicants and reviewers.
