Designing an Effective Solar Portfolio Standard

    Abstract

    Arizona developed a Solar Portfolio Standard in 1996. During 1996, an intensive Solar Portfolio Standard Subcommittee process illuminated some flaws and weaknesses as well as identified some potential improvements in the Portfolio Standard. Usinsg the Arizona Solar Portfolio Standard as an example, this paper identifies a number of areas where portfolio standard wording should be carefullywritten to create a more effective standard that meets the desired objective.
