Abstract
This report details progress on subcontract NAD-1-30605-1 between the National Renewable Energy Laboratory and RealEnergy (RE), the purpose of which is to describe RE's approach to the challenges it faces in the implementation of a nationwide fleet of clean cogeneration systems to serve contemporary energy markets. The Phase 2 report covers: utility tariff risk and its impact on marketdevelopment; the effect on incentives on distributed energy markets; the regulatory effectiveness of interconnection in California; a survey of practical field interconnection issues; trend analysis for on-site generation; performance of dispatch systems; and information design hierarchy for combined heat and power.
