Abstract

This report aims to inform the revised National Transport Policy so that it aligns with Jamaica's overall greenhouse gas (GHG) emissions reduction targets and enables the road transportation sector to contribute towards these targets. First, this report highlights metrics that are key to understanding a national transportation system and its potential for GHG reductions. Second, this report develops a business-as-usual (BAU) scenario for where Jamaica's GHG emissions are headed into 2030. Third, it analyzes ways for the land transportation sector to meet Jamaica's goal of 10% below BAU by 2030. Finally, it assesses projects that can achieve Jamaica's GHG reduction goal, and ranks them by cost, size of GHG reduction, time frame, and ancillary benefits.
