    ESPC is all about saving measureable quantities of energy--guaranteeing that, after energy conservation measures are installed at a facility, energy use will be reduced by a quantifiable amount. This fact sheet explains how DOE's Federal Energy Management Program (FEMP) has taken the guesswork out of validating this before-and-after energy-use comparison.
