Abstract
The past year has seen some important new developments regarding the legal and regulatory status of net metering programs in the United States. This paper summarizes these recent developments, including the trend towards enactment of net metering through state legislation; Maine's rejection of a legal argument that net metering conflicts with PURPA's cap on 'avoided cost' prices; Maine'simplementation of net metering under retail competition; Iowa's proposed abolishment of net metering; and New York's clarification of the terms and conditions under which net metering will be offered.
