New Policies Jump-Start Solar Markets

    Abstract

    This PV brochure outlines how a new wave of policy incentives can boost economics and markets for grid-connected photovoltaics and other solar technologies. Conclusions are based on a study of five top cities--Hilo and Honolulu, Hawaii; San Jose and Los Angeles, California; and Long Beach, New York--for a mix of market-based policies, including net metering, rebates, and low-interest loans. Otheritems discussed briefly are system benefits charges, renewables portfolio standard, tax and production incentives, and green pricing.
