Abstract
Hydropower accounts for about 37% of U.S. renewable electricity generation. But before industry members can license and construct new projects or relicense existing projects, they must navigate complex approvals from federal, state, and tribal authorities. These regulations provide critical protections for water quality, species, cultural resources, and recreation, but they can also increase the costs, risks, and uncertainties to license or relicense projects.
