Abstract
On May 16, 1983, the U.S. Supreme Court struck down the last major challenge to the Public Utility Regulatory Policies Act (PURPA) and its implementing regulations. In so doing, the Supreme Court upheld the right of photovoltaic and other qualifying investors to interconnect with electric utilities and to sell power at rates equal to the utility's full avoided cost. To appreciate the significanceof this event, for U.S. markets, it is necessary to review the recent five-year history of PURPA-related events.
