Abstract
State utility commissions working on integrated resource planning have an opportunity to encourage the use of photovoltaics (PV) and other renewable energy technologies by allowing utilities to include a set aside portion of their planned resource acquisitions for renewables. The need for a concise summary of issues regarding set asides in integrated resource planning became apparent duringdiscussions with state utility regulators and utility companies concerning implementation of large-scale PV projects in Colorado.
