Abstract
In 1996, Arizona developed a Solar Portfolio Standard (SPS) as part of the Corporation Commission's Rules on Retail Electric Competition. Once the SPS was established, it became obvious that there was a wide divergence of opinion on what the SPS would cost, how the SPS should be structured, and what the impacts of the SPS would be in terms of electric rate charges. A Solar Portfolio StandardEvaluation Tool was developed to analyze costs, MW deployment schedules, and rate impacts of five different variations of the Arizona SPS. This tool, with minor modifications, can be used to evaluate other solar (or renewable) portfolio standards in other states or at the national level.
