Abstract

This report describes the development of the biomass power industry in California over the past quarter century, and examines its future outlook. The development of a state biomass policy, which has been under discussion in California for the better part of the past decade, has never gotten off the ground, but a number of smaller initiatives have helped to keep the biomass power industry afloatand have promoted the use of some targeted types of residues. In this report we analyze the prospects for policy development and the application of new biomass technologies in California.
