Wind Hybrid Systems Applications for Rural Electrification: The Case Study of Chile

Abstract

Chile is currently implementing a country-wide rural electrification program, which includes the financing of renewable energy based electrification projects with regional development funds (FNDR) from the Inter-American Development Bank (IDB). The Chilean National Energy Commission (CNE) and the National Renewable Energy Laboratory (NREL), working together with the American Wind EnergyAssociation (AWEA) and the National Rural Electric Cooperatives Association (NRECA), have evaluated and prepared a wind demonstration project for rural electrification in a coastal area of Region IX of Chile. The objective of the project is to demonstrate that rural electrical services, through small renewable hybrid systems, can be provided by the private sector. By addressing both technicaland institutional aspects, it is hoped that the projects will provide a sustainable mechanism for project replicability. Three demonstration wind hybrid projects, representing three different system sizes, will be installed in June 1996 in Region IX by a regional private utility. These systems will provide service to 2 schools, 2 health posts, and 24 residences.
